1. As required by the Regulations, I am with this letter formally convening a meeting of the Assembly of Delegates, which will take place during the Tromsø Congress. In relation to the Assembly, I have pleasure in enclosing the following documents:
(a) The Provisional Agenda
(b) Resolutions and Recommendations
(c) The Postal Ballot papers for the following:
· Election of 3 members at large of the Board
· Election of the International Treasurer
· Election of the International Secretary
If you have any information on such items of the Agenda as In Memoriam, future Regional Conferences, or any corrections to matters on the Agenda that concern your Centre, we should be grateful if you would inform Jane Spender at the London Office as soon as possible.

I am also enclosing a separate letter and attachment
concerning the Honours system of International PEN.

The Minutes of the Assembly of Delegates meeting in Mexico
City, in November 2003, are being mailed to all Centres separately in
typescript, and it is hoped that a printed version will be available
subsequently.
4.
As you know, the right to vote during Assemblies of Delegates
is tied to the up-to-date payment of international dues.
Centres that have not paid their dues by the appropriate time
(i.e. by the end of a year) will lose their voting rights in the
following year. This loss
of rights stands until full (minimum) payment has been made, when
rights may be restored at the recommendation of the Treasurer.
In regard to Tromsø, any Centre that has not paid its
international dues for 2003 will not be able to vote in the elections
for the Board, the International Treasurer or the International
Secretary, or on the Amending Resolutions on the Regulations and Rules
of Procedure, or on any Resolution or Recommendation arising during
the sessions of the Assembly.
However, let me take this opportunity to emphasise that Centres that lose their voting rights in no way lose their membership of PEN. They are still members of PEN, welcome at Congresses and all PEN occasions, and remain among equals with whom problems can be discussed and solutions sought.

I also enclose a note of amendments to the List of Centres.

Finally, I would like to inform Centres that Carl Morten
Iverson, Secretary General of the Norwegian Centre, has broken his arm
in a cycling accident and will not be returning to work until 1st
September. In the meantime, please send all correspondence to Kjell

or to Ole-Gunnar Solheim at olegunnar@norskpen.no.
In addition, Norwegian PEN cannot guarantee that its website will be
updated until Carl Morten’s return.
