140’s scheduled date must be respected to avoid eminent conflicts in
peaceful North By:

The
census or population count of 1957 must now be repeated, to set off the
ballot registration of all citizens in those cities, towns, and villages.
This will update the old census from 1957, and quickly prepare the
Referendum to settle the disputed demography of the affected Kurdish areas
permanently. Iraq
Government’s appropriate committee has followed the initial implementation
of all steps to meet the deadline of the end of 2007, but certain
individuals have created obstacles to complete their work on time perhaps
with ill intentions to delay this vital process. It is of the most essential
importance to identify who they are. Once
they have been identified or come forward; the roots of this problem can be
identified faster, and the obstacles removed, so that the Referendum is
completed before 2008. One thing for certain; that distortion of facts by
some members of the media has added to this delay in a very malicious way. The
fact; that the majority of Kirkuk citizens, and the affected Kurdish areas
are Kurds is already clear, but to follow the constitutional law in article
140 is required to hold a Referendum in those areas, to finalize the
demography of the new census’ results, and enable KRG to Govern its
respective Kurdish areas within the corrected Regional borders as its
Jurisdictional boundaries, the same as other provinces with their respective
native citizens. Any
individual or group interfering in this process, are highly advised not to
do so, and avoid creating more obstacles, while those obstacles are being
identified. Meeting the deadline set, and avoiding an extension of time
should be the top priority of all citizens, and the interest of all those,
who have courageously voted, causing the constitution to be drafted, and
promulgated for the sake of a stable, and secure future they all deserve in
their native provinces. No
doubt meeting the deadline shall prevent unexpected conflicts, which
otherwise may create delays in the ongoing reconstruction of the
underdeveloped areas, which can have a better chance to move forward without
interruption. This will be extremely crucial for the security, and stability
of Iraq in general, and KRG in specific. In
my opinion all Iraqi citizens, United States, and Coalition forces may
attain this security only if this process can be completed as quickly as
possible, but preferably on schedule, and before the end of 2007.
This will save lives, and money to finance combating terrorist
attacks after meeting the security needs by enabling KRG military units once
they have Jurisdiction over their secured-known regional boundaries. Steve
