75th International PEN Congress, Bogota, Colombia - 17-22 September 2008

Deadline for submission of regular resolutions - 7 July

Please note that these recommendations relate only to resolutions on issues of concern to the WiPC. Those relating to other aspects of PEN's work should be delivered to Cerian Eiles at the International PEN headquarters cerian.eiles@internationalpen.org.uk by 7 July.

Recommended Process for WiPC Resolutions

As it is frequently the case that more than one Centre wishes to submit a resolution on a country of concern, and only one resolution per country/issue is feasible, the WiPC requests that Centres notify us in advance of any that they plan to submit and if there are other Centres interested in the same topic, the WiPC will encourage those concerned to work together on a single draft.

The suggested process is as follows:

-    Centres to notify WiPC as soon as possible of planned resolutions. WiPC will then notify centres with shared concerns, enabling them to formulate joint drafts.

-    Centres are responsible for drafting proposed texts (refer to previous resolutions or seek advice from the WiPC for guidance.)

-    Each resolution should be seconded by one other Centre. There is no need for more than one seconder.

-    Drafts to be delivered by 1 July to the WiPC Programme Director Sara Whyatt sara.whyatt@internationalpen.org.uk

-    WiPC staff to carry out a fact check and offer advice as necessary, liaising with the Centres

-    Final drafts delivered to the International PEN organisers at the London headquarters for translation and inclusion in the delegates' packs

-    The resolutions are discussed in working groups during the WiPC session at the Congress, where amendments are made if necessary

-    Those present at the WiPC meeting at the Congress indicate approval of the resolutions and, as appropriate, amendments. (Note, should the WiPC session not approve a resolution, the proposer has the right to continue to put it to the consideration of the Assembly. This also is the case should the proposer reject any suggested amendments.)

-    The WiPC Chair (or person delegated by the Chair) introduces the WiPC resolutions to the Assembly prior to voting, indicating whether the resolution has been approved by the WiPC, and giving details of any amendments.

Changes to Regular resolutions

-    Should there be any significant changes to the issues raised in a resolution after 7 July (such as the release of a prisoner or other development), amendments can be made during the WiPC session that is held prior to the Assembly at the Congress.

In Session Resolutions

-    In session resolutions are restricted to:

    -    issues that arise between the deadline for regular resolutions (7 July) and the Congress

    -    situations of exceptional urgency
